Russia has presented an innovative program of issuing biometric passports in LaosVientiane (Laos), April 5 – RIA Novosti, Evgeny Belenkiy. Federal State Unitary Enterprise “Goznak” of Russia in partnership with “Mezhdunarodnaya Kniga – Security Papers” foreign trade organization presented a unique innovative program of issuing and circulation of biometric travel passports of the citizens of Lao People’s Democratic Republic fully developed in Russia in the capital of Lao People’s Democratic Republic, the city of Vientiane, on Tuesday.
The presentation took place at the Ministry of Foreign Affairs of Lao People’s Democratic Republic with the participation of Salemsay Kommasit, First Deputy Minister of Foreign Affairs of Laos, Mikhail Baranov, Ambassador of the Russian Federation in Lao People’s Democratic Republic, Vladislav Fedulov, Director of Department of Informational Technologies and Communications of the Government of the Russian Federation and other officials of the Russian Federation and Lao People’s Democratic Republic.
The first Russian program of the kind abroad
“The system of issuing and circulation of the biometric passports was created by the Russian developers similar to the Russian systems of the kind that operate in various spheres where a high security level of documents and information is required”, said Arkady Trachuk, General Director of Goznak of Russia who presented the system at the Ministry of Foreign Affairs of Laos.
“A very interesting thing about it is that it is the first realization of a completely Russian system outside Russia from the point of view of the system on the whole. We had previously participated in creating similar systems abroad only as manufacturers of separate parts”, General Director of Goznak of Russia added.
The fact that the Russian system, has been applied in Laos for the first time is not surprising, because Goznak of Russia and “Mezhdunarodnaya Kniga – Security Papers” foreign trade organization are tied to this country with over 25 years of fruitful co-operation. According to Mr. Trachuk, the system created for Laos may become a good basis for duplication in other countries in the future.
The Russian origin of all the system elements is a guarantee of security
During the first stage of the program realization at the Council Department of the Ministry of Foreign Affairs of Lao People’s Democratic Republic a center of issuing of the biometric passports fully equipped with machinery supplied by the Russian party was opened. Simultaneously, equipment for biometric passports reading was installed at Wattay International Airport and at the border crossing on Bridge of Friendship across the Mekong River connecting Laos to the neighboring Thailand. In the nearest future, as the first stage of launching the system, it is planned to open centers of issuing biometric passports in three southern provinces of Laos and at the Embassies of Lao People’s Democratic Republic in France, the USA, Australia and Thailand where the majority of citizens of Laos living abroad are.
One of the major advantages of the program realized in Laos to compare with foreign analogues created on the basis of international co-operation in most cases, is that all its elements including security and software are developed in one country, in Russia, Head of Goznak of Russia explained.
“The Russian school of cryptography, the Russian standards in the field have a long history and are different from, say, the American school, and it is an important advantage from the point of view of operating safety”, said Mr. Trachuk.
