On April 5, 2016, a presentation of a largest Russia’s innovative “System of issuing and circulation of biometric travel passports of the citizens of Laos” project took place in the capital of Laos 05.04.2016
Vladimir Baranov, Ambassador of the Russian Federation in Lao People’s Democratic Republic, Arkady Trachuk, General Director of Goznak, Vladislav Fedulov, Director of Department of Informational Technologies and Communications of the Government of the Russian Federation, Nikolay Ustinov, General Director of “Mezhdunarodnaya Kniga – Security Papers” as well as representatives of the large Russian organizations participating in the project, the Ministry of Foreign Affairs of Laos and the Ministry of Public Security of Laos.
The project integrators are Goznak of Russia in partnership with “Mezhdunarodnaya Kniga – Security Papers” foreign trade organization. It is an important Russian innovative project incorporating both software and hardware solutions developed in the Russian Federation.
During the project realization, the task of building and launching of the automatization system of processing and issuing of biometric passports of the new model supplied by the Ministry of Foreign Affairs of Laos is carried out.
The first stage of the international project includes putting into operation of the Data Processing Center at the Council Department of the Ministry of Foreign Affairs of Lao People’s Democratic Republic and the launch of a station of processing and issuing of the biometric passports of Laos. As well as retrofitting and launch of two largest border-crossing stations at Wattay International Airport, including a land border-crossing station called “Bridge of Friendship”.
Besides, during the first stage of putting the system into operation, stations of issuing biometric travel passports are planned to be opened in three southern provinces of Lao People’s Democratic Republic.
All the applied software and special equipment, including fingerprint scanners, passport reading machines, cryptographic equipment and visitors flow controlling system have been developed and supplied by the Russian companies.
The work upon the project has been carried out for two years by Goznak, “MK-SP”, “Atlas” Research and Development Center, “Mikron” and a number of other large Russian companies.
The dimplomatic passports have been issued for two months already in the trial operation mode; it helped to check the system’s functionality and stability and train the personnel. In co-operation with the Laotian party, a large station of biometric passports processing and issuing located at the Council Department of the Ministry of Foreign Affairs of Lao People’s Democratic Republic was prepared. Now we are starting a new stage of the system creation, its development – to the start of issuing service and regular passports of the citizens of Lao People’s Democratic Republic.
A biometric passport is a universal ID equipped with an electronic data carrier containing the holder’s personal data and photograph as well as his fingerprints. The document developed at Goznak for the citizens of Lao People’s Democratic Republic fully conforms to all the ICAO International Standards.
A microchip produced in Russia is applied as an electronic data carrier; it is developed and produced at “Mikron” – Russia’s largest manufacturer of integrated microchips and RFID products. The Ministry of Industry and Trade of the Russian Federation supervises the program of creating microcontrollers for electronic documents and payment cards in Russia.
The microchip in the passport of the citizen of Laos is similar to the one in the Russian travel passport and corresponds to the most modern requirements of the biometric data protection. The Russian cryptography which is no worse and in some characteristics even exceeding the foreign analogues was realized in the microchip and the general system of issuing and circulation of the biometric travel passports of the citizens of Laos. With the help of its application it is possible to carry out the 100% identification of the holder electronically, and that will enable Laos authorities to enable the citizens to cross the border with the help of the automatic crossing stations, or the so-called auto gates, without the customs control officers at Wattay International Airport.
The passport book with an electronic data carrier is the key product within the framework of the presented system. Goznak has created a reliable set of security features for it, also including developments of the company’s specialists. A microchip with the antenna are incorporated into the back cover of the passport book.
A local multitoned watermark in the shape of the national symbol of Laos – That Luang stupa – is well observed in transmitted light on every page of the passport book. This security element was created at the paper formation stage. The printed security features on the flyleaf and the personal data page are exclusive developments of Goznak. Holographic laminate is used for the protection of the personal data page against abrasion, moreover, the holographic laminate itself is a security element. The set of security features of the biometric passport of the citizen of Laos contains microperforation elements and various expert features witnessing the highest level of anti-counterfeiting security.
All the above security features help to increase the service life of the passport up to 10 years.
The following stages of the program of issuing and circulation of the biometrical passports of the citizens of Laos imply its realization in three other provinces of the country and at the Embassies of Lao People’s Democratic Republic in four countries – USA, Australia, Thailand and France.
